Why do hire companies charge so much if you bring the car back with no fuel?

I hired a Fiesta in Spain. I received a full tank of petrol and was told to return the car empty. I was charged 87.17 Euros for the petrol that in Spain at the time was about 1.47 Euros/litre. Given that my hired Fiesta has a tank of 40 litres, this means I was overcharged by 58.8 Euros. At first sight this seems like a scam. I have written to them seeking an answer to this discrepancy.

They are entitled to charge you for their time in going to fill the car up. But you are right. This has become a very common scam to make extra income in the certain knowledge that hirers from other countries will not bother to pursue the matter through the Spanish courts. Happily, Avis Bangkok gives you a full tank to start with, then tells you to bring it back full from the fuel station just around the corner. That's how it always used to be done in Europe.
