Power steering too heavy when stationary?

I have 2001 Cadillac DeVille Limousine. We changed the power steering servo pump, but we still struggle to turn the steering wheel when the car is stopped. It's easier to steer when I push the gas pedal.

Idle revs are not generating enough pump pressure. Maybe it's the wrong pump. But not good anyway to rely on PAS to turn the wheels whren the car is stationary. wears the system and the tyres.
