Why is a driver making an accident claim against me 32 months after the (minor) incident?

32 months after a minor accident with no damage to my vehicle and scratched bumper on the other car, the other driver has made a personal injury claim. My insurance company says these cases are difficult to defend. Why?

Because your insurer has calculated that paying the claim will cost less than defending it. This ridiculous situation that encourages fraud is why the insurance business in the UK has been reported by the OFT to the Competition Commission. But anyone contemplating making a fraudulent claim should bear in mind that a driver who did that recently got sentenced to nine months for perjury and fraud.
