Why are people still text messaging whilst driving?

Recently I was a passenger in a car being driven in the outside lane, during rush hour, on a Friday evening. All three lanes of the motorway were busy with traffic moving at about 40mph. I looked across to my left and saw a young woman in the driver's seat of another car busy texting, with neither hand on the steering wheel. For a period of nearly five minutes she never looked up from her phone. Frankly, I was horrified.

I agree. It's hard enough for drivers to eat a Big Mac, drink a cola, smoke a cigarette, fiddle with the satnav and listen to an iPod at the same time as driving, never mind text as well. All drivers who do anything other than driving should be shown unedited close-up video of the consequences.
