Getting a number plate from a different region

This might be a bit of a strange question, but I've got a friend who wants to buy a new car for delivery early Sept to get the new '62' registration plate, BUT - she lives in Leeds but wants the new car registered in London so that the registration plate will start with an 'L' (the London local memory tag). Apparently it's a good-luck/positive energy thing unlike the 'Y' for Yorkshire which isn't (I did say it was a strange one!)

Other than my advice to just do the deal through a London based dealer... is there any reason why her local dealer in Leeds couldn't register her new car through a London DVLA office by post?

Or could the dealer supply her with the paperwork so that she can register the car at the London Stanmore DVLA Office herself?

Dealers now self register cars online and are allocated local numbers, so the only way for her to get an L is to buy the car from a dealer in the L reg zone.
