Is my local petrol station pulling a fast one?

Last night I filled up with petrol and was charged for 44 litres. It definitely read 0 before I started. I don't think my tank takes 44L as I often push it to the limit and have never put in more than 40 before in several years of owning the car.

I wonder if the pump was measuring inaccurately by mistake, or even on purpose?

How can I find out how big my tank is (it doesn't seem to say in the manual) and what should I do?

I drive a 1997/8 manual 5 door 1.4L Honda Civic.

I don't have the size of the fuel tank for this car, but I think it would normally be more than 44 litres. If you suspect the pumps are over-reading then report the matter to Trading Standards, that used to be called Weights and Measures, and they will check the pump.
