Is it correct that, although lean burn technology offers better fuel economy and lower emissions, the EU compels manufacturers to fit catalytic converters instead, using up such rare and valuable metals as platinum, palladium and rhodium, with the additional problems of catalyst poisoning and mechanical damage, both necessitating expensive replacements?

Who in the EU is reaping the benefit of what seeems to be a taxpayer-funded scam?

Yes. Every legislative decision by the EC regarding cars benefits some manufacturer or another. Not just cat converters, also ABS, ESP, Diesel Particulate Filters, EGRs. The list just goes on and on and on.
