How do I make a number plate transferable?

Does the first log book have to state a non transferable number to be so?

My family owned vehicle from new back in 1961 has just had the RF60 brown log book changed to a V5 that states the number plate is not transferable.
The RF60 has no mention of non transferable number can this be contested should I wish to transfer the plate?

It's fairly common for DVLA to mark a plate as non-transferable in a situation where it hasn't been used for 10 years or more but if you can prove it has always been with the car during your family's ownership, DVLA may remove the non-transfer market. Your best bet here is to write to the DVLA Special Casework Department, Swansea, SA99 1ZZ
