Has the private parking code of practice been scrapped?

I've just come across the headline: "Private Parking Code of Practice scrapped." Seriously, after all the hype, all the waiting, all the hope of a fairer deal for motorists and protection from predacious private parking companies Sir Greg Knight's Code of Parking Bill has been dumped? Please tell me this isn't true.

If it is true, I have to conclude this government couldn't be relied on to pass water.

Yes, the Government has temporarily withdrawn it, pending a review of the levels of private parking charges and additional fees.
