Saf fan

Early this morning, on a thankfully very quiet M25, my 1993 Renault Safrane cut out and would not restart. No prior sign of distress in running, or any forewarning from the audio diagnostic. Since being towed home I've spent some time researching possible causes which are of course multiple - so I'm not asking you even to speculate. My question is, would my normally reliable independent be able to conduct a reasonable diagnosis or is this really a job for a Renault dealer with the right specialist equipment? My previous experience with these dealers is not great, not least since no mechanic under the age of about 40 seems even to have heard of a Safrane, let alone understands how to fix it.

I reckon there's at least a 25% chance that the culprit is the fuel tank
sender pump, its relay, or the earth to the pump or the relay. These never show up on diagnostics anyway, only that fuel pressure is low, but not why it is low.
