Motorious benefit cheat

I know someone who is a named driver on a trade insurance policy. The thing is, he is on the dole and doesn’t work (not legally anyway).
Is his insurance valid or not? I thought it was insurance for people in the motor trade only.

If he is 'employed' moving cars, then the DHSS will come down hard on him for being a benefits cheat. If he isn't, then he and the insurance policyholder could get prosecuted by the police for him driving without insurance.
