Are private parking charges unenforceable in Scotland?

Having recently been caught over-staying my two hour welcome in a Scottish Motorway Service Station, I paid the private parking company’s charge of £60.

Various people have since suggested to me that private parking charges are unenforceable in Scotland - whereas they are enforceable in England. Can you clarify?
