Why was it so difficult for me to trace a car through the DVLA when car parking enforcement companies can access this information easily?

With the help of my MP, the Rt Hon Jo Jackson, I have finally managed to obtain from the DVLA the keeper details of a car that damaged mine. Why is it so difficult for members of the public to obtain keepership details when they genuinely have ‘just cause’, yet so easy for parking company enforcers to get these details, then harass registered keepers for parking penalties whether they were driving the car at the time or not?

It’s about to get much worse, because the British Parking Association is now lobbying Parliament to make vehicle keepers liable for parking penalties in the same way as they are for motoring offences.
