Is £800 a fair price to replace the heater fan in my 2004 Saab 9-3?

My 2004 Saab 9-3 had a flat battery several times after being left for a couple of weeks. The garage diagnosed a fault with the heater fan which was draining power even when switched off. They quoted £800 to fix it, which I declined at the time, so the fan was left disconnected - obviously unsatisfactory in anything other than dry and clement conditions. Is this a fair price and should I bite the bullet?
To replace a heater fan requires a massive amount of dismantling behind the dash panel, so £800 is the labour charge. The problem is labour rates. I had a similar job done in Thailand and two days labour there worked out at about £35. In the UK it could easily be £700.
