Badly warn

I have a problem. On a well-used route there are two 30MPH SLOW DOWN signs, neither of which appear to be working. So how do I tell the police without admitting I have exceeded the speed limit?

Say you were a pedestrian spectator who saw cars going past them at "easily 40 - 50mph."
