I bought new tyres but they only came with 6.5mm tread depth - is this normal?

I had two Michelin Primacy 4 tyres fitted and I measured the depth of the tread and was expecting 8mm but there is only 6.5 mm. The tyres had a 10% discount but with 25% less tyre. Is this the new norm for new tyre tread depth?

It's the new norm for a number of premium tyre manufacturers. The Tyre Safety Council says 3mm should be the minimum for safe driving, but Michelin says its tyres are good right down to 1.6mm.
