Can someone make a car insurance claim with no proof to back it up?

Can someone make a car insurance claim against you without any evidence, witnesses or a police report?

Yes, they can initially. They can lie through their teeth and say anything they want. You then to need to prove it did not happen. Happens all the time with vehicles that have been cloned, when that vehicle has an accident and yet the innocent owner receives a communication for an incident they have no knowledge of.
