Should brake fluid in a new car be changed after three years?

I have just taken my 2016 Ford Kuga in for its three year/30,000 mile service. Ford apparently does not change the brake fluid unless you specifically ask for it to be done and it is at extra cost? Surely this is a safety issue? What do you recommend?
There is some controversy over this. Brake fluid is hygroscopic (absorbs moisture) and moisture in it corrodes delicate components inside the ABS/ESP module. Firestone says its brake fluid has anti-hygroscopic additives and the brake fluid only needs changing when that degrades. At three years I'd get the fluid changed.
