Why are my rear brake pads wearing out before the fronts?

My wife's MINI has just failed the MoT as the rear brake pads were worn to 2mm. Is this normal? We have had the car from new and it is just three years old having done 13900 miles. I am struggling to understand how the front pads have 5mm left on them and the rears only have 2mm. Surely the fronts do the majority of the work?
The front pads do 90 per cent of the work. That means that residual rust from overnight corrosion gets cleaned off the fronts but not necessarily the rears. This makes the rears more abrasive and the corrosion on the rear discs is what wears out the pads.
