Nice to drive but dissapointing fuel economy

Pleased with the performance of the 0.9 3 cylinder turbo engine , very grunty and sounds nice when on song. However, with the most careful of right foot , the average fuel economy is around 38mpg on a combined cycle. The best we have had is 45mpg on a 160mile motorway trip , all undertaken at 65-70mph . When cold the engine seems to surge when initially taking off and occasionally stutters when negotiating a steep incline with a cold engine...Is this normal or do we have an issue with our 22k miles second hand purchase ?
