Who was driving - speed camera loopholes !
I am told that some people with 'points' on their licence ask friends or relatives to say that they {the friens / relative} were driving.
The ?guilty person may pay the fine, of say their 90 year old grandmother who has not driven for 15 years ? {but has kept up their medical certificate}, but granny takes the points.
Or perhaps more commonly, say the ?innocent? wife has taken the points for him, he insures the car 'any driver' the insurance will remain largely unaffected ? certainly cheaper than insuring a named driver with 9 points? In this way too, then anyone can 'take the points' for the speding driver.
Speeding drivers keep their licences clean and insurance low, they insure their car as any driver and then anyone can take the points for them.
I assume that many get away with this? No problems hiring cars either this way.
Perhaps some people even take a driving test and apply for a licence in a false name - used to put the points on?
Clearly the police and government know that this goes on and perhaps other similar ?scam?s, but they do nothing about it.
Does this not prove that speed cameras are used mainly for generating revenue and have little to do with road safety?

These are not "loopholes" but much more serious offences than speeding. Of course people can get away with it, perhaps even for ever. The problem is you have to drive around constantly being worried that you may be caught. If you are, you will be done for a "deception" type offence which carries imprisonment, as well as the speeding.
There is however a loophole of sorts. Buy a company as advertised in Exchange and Mart for about £100. Register the car to the company. If you get done, the notice to supply the name and address of the driver goes to the company. The company then does not answer. Eventually the company will be done for failing to answer, and be fined. You can't endorse or disqualify a company. Expect a heavy fine. You also have to drag out the proceedings for 6 months, as this is the time limit for prosecuting the driver. There is also a theoretical possibility that the company secretary could be prosecuted and endorsed/banned.
The best thing to do is not get caught speeding. I speed all the time, but only when it's safe, and not where there are cameras, and not more than 20MPH over the limit (mostly). Beware of roadworks.
If the plan to only place cameras at danger spots is implemented, the reasonable driver should be OK in the future.

Two family members have done this on two occasions + an Ex's parents.
It's not a case of 'getting away with it' - the powers that be simply don't care who gets the points. All they worry about is that you put *a* license in the post to them with the cheque. In the above cases no checks were made.

Richard T (above) mentions dragging things out beyond the 6 months limitation on proceedings for speeding but bear in mind it is open to the prosecution to lay an information with the Mags Clerks within the 6 months then they can play with it for years.
Likewise a Notice of Intended Prosecution sent to the last Recorded owner defeats the 14 day rule.
Years ago we used to get warrants of arrest for flashers all called John Doe because we didnt know his name but we did know when and where he did it?
Getting another driver to take the rap, wow you're really talking big time if you get caught. Hello Ronnie and Myra.........
