peugeot 406 1.9dt
my throttle on idle has being bouncing up and down and it is a sluggish mthrough the rev range, can the throttle potentiometer cause it to be sluggish?

I'd look at the EGR valve etc....

diesel potentiometer-: does it change the timing when you put your foot down? will this affect the performance of the pickup if broken?

what does a throttle potentiometer do? does it affect the performance upon accelaration if its broke?

Do you mean the potentiometer at the top of the accelerator pedal as on most modern VW diesels? These cars do not have a direct linkage to the engine. Often known as 'fly by wire'. If there is a problem with this, it will certainly cause performance problems.

i mean on the fuel pump, and its on a peugeot 406

This part is known as the fuel lever position sensor and is used to enable the diesel ECU to control injection timing along with the other engine sensors ( coolant temp,crankshaft speed and position,inlet air temp etc).So if its not connected or faulty you would expect the diesel warning light to be on and a reduction in performance.Any faults with it should also show up on a diagnostic test,especially as its also used for emission control purposes(EGR system).

the engine did have the tendency to rev up and down at idle but its stopped and only does it now and again, but the management light comes on when i accelarate past 2800rpm genrally but not all the time, i had it into the garage and it came back with an air con fault but the aircon works fine and also fault code 144 which was sumething to do with the fuel pump, any ideas? it also is throwing abit of smoke out when accelarating but only at the higher rev range, how do i check the turbo seals?

Easy. It won't be the turbocharger seals at fault.
