What with all the war news, the London CC has fallen right out of favour with the journos.

Doing a trip to London soon- so, is this congestion charging thingy working or not?? Can I cruise through London sightseeing at 8.30 in the morning for the price of a gallon and and half?

No you can't. Nothing much really seems to have changed apart from a few less roadworks.
