Can a speed camera be installed just because drivers speed a lot in the area?

Can speed cameras be installed on a dual carriageway if an accident has not happened along that stretch of road, but simply because of speeding incidents and a public consultation? And does it make it any difference if Transport for London are involved rather than the Highways Agency?

The rule has always been that there had to have been a crash in the vicinity to justify a speed camera being set up. So a crash on a twisting and dangerous bit of road would result in a camera being set up on nearby a straight section of road where drivers though it was safer to go faster and the income generated would be greater.
