Why is my Rover 75 subject to the London T-charge?

I have a Rover 75, which I have registered with the French authorities to get my diesel scale for travel to Paris. They put me in the Class 4 category. However, when similarly trying to register with London, I'm downgraded to Category 3, meaning that I am liable to a surcharge. Why is there a difference, or is one of the categories wrong?

It's EU4, but the Congestion T-charge seems to be based on pre-2006 registrations rather than the actual emissions rating of the vehicle.
