Why won't my Peugeot 307 HDI 2.0 rev over 3000rpm?

I just bought a Peugeot 307 HDI 2002 2.0-litre 110hp and it doesn't go over 3000rpm.

Probably a filthy air filter. Take it out completely and see if the car will rev. If it will, go get a new air filter.
