Dealer tampered with new car speedo - what do I do?

After owning my new car for two months, I noticed that the speedo has been removed - either when new or when having some paint touched up as they reset my trip mileage. It's missing the screw interior covers and the black screws are silver from a screwdriver - hence it caught my eye. What can I do?

Complain. Dealers are 'allowed' to re-set odometers after a reasonable delivery mileage, but this is done electronically. The speedo head does not have to be removed. I wonder if a fault was found with the speedo on the production line (possibly hadn't been connected) and a hasty repair was made.
