Why am I getting less mpg than expected in my Toyota Auris Hybrid?

I have a 2016 Toyota Auris Hybrid and the electric engine appears to have a very short range. On the indicator of battery power you can never get it fully charged, there are two empty bars at the top end of the scale and it never goes below two bars at the bottom end. I understand that there was an update that lessened the battery charge, is this true and why? I should be getting far better mpg than I am at the moment, around 53.6mpg, mainly rural driving. I was expecting nearer 60.

My dad had the original version and I averaged 63mpg driving 300 miles to deliver it to him. But in day to day running 53.6mpg is about average.
