What's wrong with my Citroen Saxo's cooling system? The fan comes on when I switch off the ignition.

I have had an X-reg Citroen Saxo Forte 1.1i for three months and found out that the 30A fuse for the cooling fan had been removed from the fuse box. On replacing the fuse and then switching off the ignition, the fan kicks in and doesn't stop. Once the engine starts though the fan cuts out. I have had no running problems this summer, but with no temperature gauge I'm unable to tell how hot the engine is getting.

It reads like the block sensor/sender switch has failed and stuck on.
