Should I change my 18-inch wheels to 17-inch for a more comfortable drive in my Honda CR-V?

We changed up from a 2007 V70 Volvo auto with 17-inch wheels and purchased a 2014 Honda CR-V 2.0 i-VTEC EX auto in November and like it very much. However, the 18-inch wheels make for a hard and uncomfortable ride. There were no other EX with 17-inch wheels at the time of purchase. Can you please tell me how much I should budget for a good quality set of 17-inch alloys. There seems to be a bewildering selection. Will these count as a modification to the car?

On a C-RV the 18-inch wheels still come with reasonable profile 225/60 R18 tyres. The 17-inch size is 225/65 R17 and will not be significantly more comfortable. I think your problem is that your tyres are overpressured. Reduce the pressures to 32PSI all round.
