Can you recommend an environmentally friendly, safe and fun car for my sister?

My sister is starting a job with a reputable energy company, and she feels that she needs to drive something economical and efficient. However, my mother wants her to drive something as safe as possible. I myself would like her to drive something sporty and fun. Is there any way you can recommend a vehicle to satisfy all three desires at a price of around £12-15,000?
