Minor accident - should I settle or make an insurance claim?

The towbar of my car caught the number plate of a car parked behind and pulled it off. There was no evidence of other damage and I left a note on the car's windscreen with my mobile number. The owner has made contact and has had two quotes for £450 and over £600 saying that there was damage to the bumper behind. Should I settle with him or get my insurance firm involved?

Settle. You have no choice. Some idiot once reversed into one of my cars with a towbar on the back of a Shogun. It caused £1500 of damage. If you aren't actually towing anything, take the towbar off.
