Can petrol pumps give short measures?

I filled up with Shell V power at my local filling station today. Previously I have never been able to get more than 42 litres of fuel in, today it took 49 litres and still hadn't shut off. I have a 62 reg Polo with a tank capacity of 45 litres. I hadn't spilt any fuel, there were no puddles on the floor. I mentioned this to the till person but she denied knowing of any problem. Who is the body to report my suspicions of short measures please?

The tank capacity is stated as 45 litres, but it's more than that to give you a reserve. The issue of short measures used to be handled by Weights & Measures, which became Trading Standards: www.gov.uk/find-local-trading-standards-office
