Which small car for my son to learn to drive in?

I am a 56-year-old mum with full no-claims. I am planning to buy a smallish Fiesta-size car either new or used, which my 17 year old son can practise on while learning, and can drive as an occasional user once he has passed. I am looking for something that is economical to run, cheap to insure, presumably low powered, and with a good NCAP rating. Probable mileage about 10,000 per annum.

For cheapest insurance: Citroen C1, FIAT Panda Active, Nissan Pixo, Peugeot 107, Suzuki Alto or Toyota Aygo. Citroen does a 'black box' telematics 'free' insurance package on the C3, but for 19-year-olds upwards.
