Do speed humps cause problems for emergency vehicles?

His conclusion was that the overwhelming information is that not only are speed bumps largely ineffective, but create numerous difficulties to emergency vehicles, the public and the environment. Response times are slowed by four seconds per bump for fire engines and 10 seconds per bump for ambulances with patients.
