Can the 2022 Toyota Camry Hybrid get a factory upgrade to improve top speed and performance or is it permanently limited?

In theory, yes. But the brakes and suspension will need to be upgraded to accommodate the modification.

Applying a modification to a 2022 Camry that's not approved by Toyota will most likely void the manufacturer's warranty. You will also need to disclose it to your insurer (which means your annual premium will also go up).
