Is a faulty tyre pressure monitoring system an MoT fail?

I recently fitted the full sized spare wheel to my Ford Mondeo as part of the tyre rotation process. I found that the wheel isn't fitted with a tyre pressure monitoring sensor. Obviously this has resulted in only 3 tyre pressures showing up on the screen. Will this matter at MOT time, or will I have to swap the wheel back?

That'll be an MOT fail so you will have to get the original wheel/tyre combo back on the car.

I've heard differing opinions but I understand if a tyre pressure monitor fails, it is an MoT fail? Is this true, if so it makes no sense? Surely the MoT is concerned with vehicle safety? A failed tyre...
Is a tyre pressure light showing an MoT failure even if the pressures are correct? Can I just disconnect the light?
How accurate are tyre pressure devices? I gave three different ones and they all give slightly different readings.
