Can I appeal an unfair PCN?

I received a parking charge notice after parking at a sporting goods shop. I was parked for 14 minutes as the store didn't have what I wanted. The signs say you get 1 hour 30 minutes if using the store. Should I pay? This seems extremely unfair and, in my opinion, illegal.

It's not illegal, but you may have grounds to appeal. The instructions for appealing the fine will be listed on the back of the notice. If you were entitled to one hour 30 mins parking while shopping then I'm not sure why they have issued a fine for a 14 min stay. This usually happens when someone parks for longer than permitted or returns to the car park later the same day - an ANPR camera will have take photos of your car entering and leaving the carpark, which should prevent an error from the latter from happening.
