Why do insurers charge a higher premium if your car is kept in a locked garage?

No Idea. It should be cheaper. Have you checked this over a number of quotes? If it works out to cheaper to advise the car is left outside I would say that. I would never advise it is parked in a locked garage overnight, just in case on the one night it is not in the garage, it gets stolen. Never give an insurer an opportunity to not pay out.
