You will have to be extremely careful, maybe the crank/cam pulleys on this engine have no Woodruff key in which case loosen it and all bets are off unless you have the timing locking kit, thats possibly what Haynes is referring to.
Yes, this is quite right. Unless you are very conversant with working on cars, OP, this is a job that I would leave to a garage. I have a Mondeo which uses a similar crank and cam pulley arrangement and this is one job that I won't do!
If you do end up doing the job please make sure you get a good quality timing belt kit; don't just replace the belt only because it's not normally the belt that fails. You need to replace the pulleys, too. Original Ford belts are manuafactured by Gates and these are readily available. Of course, you can purchase a genuine Ford belt kit, you just pay more money for the same thing. Ford don't make belts themselves.
