Turbo whistle

Turbo whistle - CM
I think that my TD is having a lack of power but am not sure if this is my imagination or not.

Under acceleration, the turbo whistle sounds like it is stuttering rather than one continuous whistle. As someone who is technologically-challenged is this normal or not?

In the past the MAF sensor has been replaced and a hole in a vacuum pipe (?) has been replaced. Any information or thoughts would be appreciated before going to the dealer (who has checked the MAF and says seems to be OK).
