Ford Escort Petrol 1992 - Headgasket fear - Gregory II

A friend has an Escort 1992. I suspect a headgasket fault as the coolant is oily in colour! I cannot understand however why the first plug in cylinder 1 is very oily, where it has oily deposits! The others do not have this however! Cylinder 1 has a low compression. The engine is 1.6 litre if this information helps.

I would suspect that the low compression on No 1 and the oily plug are connected and quite possibly due to the head gasket leaking on No 1 cylinder.

Is it worth repairing at 18 years old after the head skim which it's alloy and a good strip down to fit valve stem seals which will be hard by now if not been done is it worth it?
