99 2.0 Rubbing sound/High pitch whine sound - max0017

Hi new to this, but finaly today plucked up courage to buy crv 1999, it has 62k miles, looks pretty clean, but i have a couple of issues i need some help with please,

First off there is a rubbing sound from the left hand wheel only, not the right, but it only occurs when i turn harder, i had broken cv joints in old car and it doesnt remind me of that awful clicking sound, just a bit concerened, the right tyre has a whipping sound as it rotates, only when applying accelaration, not when idle, comes and goes not often maybe every 15 mins, any ideas.

Also when driving primaralily in 3rd and 4th gear i get a VERY high pitch whine coming from right hand side of engine??? again any help i have no idea what it is.
