Charging Council for appealing a parking ticket - Mapmaker
3 weeks ago I managed to acquire 4 parking tickets, on account of failing to renew my residents' permit in time (as the renewal notice didn't arrive). I appealed, and they waived three of them, with which I was pretty chuffed, actually. Fair cop, but annoying to have to fork out £40 for nothnig.

This week, I managed to acquire a parking ticket DESPITE being legally parked.

When I write the appeal, I am tempted to charge them £40 for my time. And offer to offset it against the other parking ticket.

Problem is, if I fail, the other ticket will then cost me £80 (as a result of a failed "formal representation").

On the other hand, somehow, I cannot see them sending me a cheque for £40 to reimburse a previous payment I have made if I do pay the £40 up front.

Not sure what to do, what do other BRers suggest?

good idea - tell them you will if you win and bill them when you do

Westminster: Do not issue a parking ticket to:

(17) The main funeral or wedding vehicle, as well as 2 other family vehicles
in the funeral or wedding cortege. All other vehicles must park legally.

Outrageous. Which two family vehicles do you choose? Accordingly surely any other vehicle can validly appeal on the grounds that it was one of the "2 others".

More annoyingly:

(3) If vehicle is displaying an expired permit for zone, take following action:
Permit expired by 0-14 days ? Warning Notice (one Warning Notice only)
Permit expired by 15+ days - Penalty Charge Notice

Why did they not issue a warning notice to me during the previous fortnight (the first parking ticket arriving within 7 hours' of the parking permit's expiry)? Is the lack of warning notice grounds for formal representation (wish I had read that earlier when I appealed)? Surely they're there to help the punter...

Oh come now! You weren't born yesterday, were you?

The duff parking ticket and appeal system is a job creation and justification scheme.

Why is it outrageous? - seems fairly reasonable to me

Probably why they refunded 3 out of the 4 tickets... they'd boo-boo'd as well!

What was their reason for ticketing you when parked legally, MM?

Parking on a meter (or actually a pay-by-phone space, meters having been abolished in Westminster) without having paid the fee.

Indeed I had not. But a resident's parking permit entitles one to park on metered spaces between 8.30 and 9.30 am, and the time on the ticket is 9.10am.
