Volkswagen Polo III (1994 - 1999) - 1999 1.4 CL speedo over reading and now stuck

1999 1.4 CL speedo over reading and now stuck - gsb
On my daughters Polo the speedo has always overread by a fair amount (at least 10%) since we bought it last year. Today it has got worse and when you turn off the engine the speedo stays on about 18mph. Any ideas please.

Yet again the HJ crew have the answer, thank you. Just had time to get it all apart and back together this morning before my daughter had to head back to Uni.

Mr Haynes said you have to take the steering wheel (airbag too, would have been a bit of a pain) off to get to a couple of the dash screws, fortunately this was not the case although it was a bit awkward.
