What engine size/type is it?
1800 petrol almot certainly needs the engine mount removing/loosening and lower the engine enough.
Ensure gasket sits correctly and seals properly, if any oil soills it goes straight onto manifold/cat and it WILL catch fire if any quanttiy is allowed there!

Ha ha ha! I know your problem oh so well, having wrestled with the same issue when wanting to do a simple clutch cable swap on the missus' 306 SRi Sedan with 1.8 XU7 8 valve engine. Getting the rocker cover off took an age.
I *did* get it to come off eventually, and can now do it easily having learned the knack.
As you twist and lift, look down the back of the rocker cover; you'll see how it fouls and be able to align accordingly.
Get it right and there is just enough room to get it out.
I echo the gasket problem as it is a poor design and easily leaks.
For the sake of a few quid I throughly degreased both surfaces and fitted a new one.
Good luck.
