Small motorcycles (Less than 500cc) already have a lower rate of duty than their larger counterparts, and have had for years. There is no such thing as a Road Fund Licence, it is Vehicle Excise Duty, and it is imposed for having a vehicle, not for using the roads.

Almost.
Bikes are split into the following categories:
Not Over 150cc £15.00
Over 150cc up to 250cc £40.00
All other motorcycles £65.00

I wrote to my MP about this. He passed the letter to some Lord bloke who responded with a 507 sheet answer that appeared to be saying no.
