voltage's on 306 DT pre 97

voltage's on 306 DT pre 97 - itchy
Bit of a techy question here. The TDC sensor has 2 wires running to it, I need to find out how much voltage should be running through these wires, I know one will be a pulse signal from brushing with the flywheel, is the other a +12v when ignition on?
Both wires on mine are registering 0v with engine on or off.

On this car the tdc sensor will output approx 2-5volts a/c engine running.There is no 12v supply to this type of sensor.
