Any Turbo Nuts about? 1996 Turbo diesel (1900cc) makes loud whistling/whining noise as turbo should cut in and has lost power. No leaks in pipe ways but they are very oily, any ideas people?

Loss of power and a whistle does sound like some sort of pipework leak.
If I was diagnosing the problem I'd fit a pressure gauge to the turbo pipework to see exactly what was happening.
As a first check if you start the engine with the bonnet up and rev it to 3000rpm you should see the turbo-intercooler hoses swell a little with the pressure. You might even get a lead on the noise.
