Ford Focus 1.8tdci 2006 - Ford Focus 2006 1.8tdci low speed misfire - Andrew smith

I have a 2006 focus 1.8tdci that has a misfire between 1100 and 1900 rpm. I have had the injectors professionally bench tested and they are all ok. The car runs perfect above 1900rpm. It doesn't smoke at all. The mechanic that looked at it said that as it runs perfectly at higher revs it can't be a compression fault and he says it must be injector failure but they tested perfectly. Car has done 98000 miles and has had every service(I've had it since it was 6months old. There are no faults registered when plugged into diagnostic unit.

I've also tried an egr blanking plate but this made no difference so I removed it
